Voting by Mail

ELIGIBILITY 

You are eligible to vote early by mail if you are a registered voter who is:

  • 65 Years of Age or Older
  • Disability
  • Expected to give birth within three weeks before or after Election Day
  • Expected Absence from the County during both the Early Voting period and on Election Day 
  • Confined in Jail or Involuntary Civil Commitment

To vote by mail, you must first apply for a ballot. You may download a
 formal application (English)

 from our site OR you may submit a request in writing. Your written request   must contain the following information:

  • Your name and the address at which you are registered to vote
  • The reason for voting by mail
  • The address to which the ballot is to be mailed
    • If your reason for voting by mail is expected absence from the county, your ballot must be mailed to an address outside the county
  • The election for which you are requesting a ballot
  • Your signature

Annual Applications:  If you are 65 years or age or older, or disabled, you may apply to receive all ballots by mail for a calendar year by marking the box located in Section 4 of the application or by notation on your written request.  Annual applications expire December 31st of each year.  

All requests may be submitted by one of the following methods:

DEADLINE TO RETURN YOUR MARKED BALLOT
A ballot that is mailed or delivered by common or contract carrier but does not have a postmark or delivery receipt must be received by the early voting clerk by 7:00 pm on Election Day

A ballot that is mailed or delivered by mail or common or contract carrier from within the United States and is postmarked or accompanied by a delivery receipt showing the voter submitted the ballot for delivery by 7:00 pm on Election Day must arrive by 5:00 pm on the next business day after Election Day


A ballot that is hand delivered must be received by the early voting clerk by 7:00 pm on Election Day. (Ballots can only be hand delivered on Election Day!)

 A ballot that is mailed from overseas and is postmarked or accompanied by a delivery receipt showing the voter submitted the ballot for delivery by 7:00 pm on Election Day must arrive by 5:00 pm on the 5th day after Election Day (or the next business day after the 5th day after Election Day, if the 5th day falls on a weekend or holiday).

MILITARY AND OVERSEAS VOTERS
The Federal Post Card Application (FPCA) is a form provided by federal law to permit members of the U.S. armed forces and merchant marines, their dependents and U.S. citizens abroad to vote early by mail and, if necessary, to temporarily register to vote.

Eligibility
You are eligible to vote early with an FPCA if you are qualified to vote in Texas
and you are:

  • A member of the U.S. armed forces, their spouse or a dependent
  • A member of the U.S. merchant marines, their spouse or a dependent
  • A U.S. citizen domiciled in Texas but temporarily living outside the territorial limits of the United States      


Please be sure and provide an e-mail address and telephone number in the appropriate sections of the form so that we can contact you if your application is missing any required information. An FPCA is valid for one calendar year and expires December 31st of each year. Please submit a new FPCA after December 31st of each year or anytime you have a change of mailing address.
